The Take Or Leave It? The top season for applying for student loans is the parliament of Estonia. Its 101 members are the general election for a term of four years. The Riigikogu passes laws and resolutions.
The Riigikogu has 11 standing committees and 6 select committees. Commitments to investigate issues of public interest or problems. We do live broadcasts in the Riigikogu. We begin the plenary session on Wednesday at our 17th. The President of the Riigikogu is still ready to accept drafts and inquiries. On behalf of the Social Affairs Committee, I am submitting the Bill on Amendments to the Labor Market Services and Benefits Act. The aim of the bill is to increase the efficiency of road transport.
According to the draft, the regulation for the special transport of raw round timber is extended to other types of transport. According to the Bill, the Minister of Economic Affairs and Infrastructure may carry the carriage to be diverted as a special vehicle. If anyone had a question who is the initiator of the draft, then this initiator is the Economic Committee. The Executive Board appoints them to the lead committee if they meet the requirements of the Home and Work Rules Act. There are a couple of refinements on today’s agenda for co-rapporteurs. Raivo Aeg, Member of the Committee on Legal Affairs, presents the report in the 328 discussions on our sixth item.
At the discussion on item 14, the draft report on 434 was tabled by the committee chairman Aivar Kokk on behalf of the Economic Affairs Committee. Our first item is the third reading of the Bill on Amendments to the Estonian Central Register of Securities Act and Amendments to Other Acts 428, initiated by the Government of the Republic. Maris Lauri, on behalf of the Reform Party Faction, please! It is essentially a good law in principle.
There is no objection at all and you could start voting. But there is one section inside and one point that went into the process. I’m not talking about the content of this section, I’m talking about the principle. The principle is that there is a topic in the draft that is not linked to the content of this draft in absolutely no place.
To explain more, if someone says that it has been the case before. We are adult people, we should not use the assertions that someone else did before, like a kindergarten. And, secondly, if the thing has failed badly and not the best, it does not mean that we should continue in the same way now and in the future. So, as I said, this is the protest of our group against bad practice.
We see no reason to do this thing like this. No more willingness to negotiate, I close the negotiations. The lead committee’s proposal is to conduct the 428 final vote on the draft. Dear Riigikogu, because the bill 428 needs a majority of the membership of the Riigikogu for adoption as a law, then, according to the Home and Working Rules Act, please make a presence check! There are currently 87 members of the Riigikogu. I shall vote on the Bill on Amendments to the Estonian Central Register of Securities Act and Amendments to Other Acts Act 428 initiated by the Government of the Republic.
52 members of the Riigikogu were in favor of the adoption of Bill 428, 7 were adopted, 4 were abstentions. The second item on the agenda is the Bill on the Ratification of Protocol No 16 to the Convention for the Protection of Human Rights and Fundamental Freedoms, initiated by the Government of the Republic. Liisa Oviir is a member of the Legal Affairs Committee.
The Bill on the Ratification of Protocol No 16 to the Convention for the Protection of Human Rights and Fundamental Freedoms was initiated by the Government of the Republic. No proposals were received by then, nor did the Committee on Legal Affairs propose amendments. The committee clarified the meaning of Article 3 of Protocol 16 to the Convention, ie how the involvement of the various parties in the European Court of Human Rights will be conducted in an advisory opinion procedure. The appeal to the European Court of Human Rights concerning individual complaints was also clarified. Pursuant to § 115 of the Riigikogu Home and Work Procedure Act, a draft law concerning an international agreement is usually discussed in two readings.
